ABUJA, Nigeria - African and black American leaders meeting this week debated an unusual proposal to spur investment and interest in the continent — securing African citizenship for American descendants of Africans taken away as slaves.
The idea came out of a summit bringing African governments and the U.S. private sector together in search of partnerships to end Africa's poverty. Presidents from 12 African countries attended the four-day conference, along with former U.S. President Bill Clinton and World Bank President Paul Wolfowitz.
"Just as the people of different races in America have a place they call home, I believe we should have a place we call our ancestral home," said Hope Masters, daughter of the U.S. civil rights campaigner for whom the Leon Sullivan Summit is named.
Anthony Archer, a Santa Monica, Calif.-based lawyer, is heading a committee to consider how citizenship could be awarded.
"Dual citizenship will start the process of mutual and spiritual reconciliation of differences between the two continents that came as a result of slavery," he said. "If we can feel like we really belong, we'll feel more joyful about participating."
Key challenges include determining the ancestral homelands of black Americans, Masters said. The upheaval of the slave trade left many without knowledge of their place of origin.
One possibility is granting continent-wide citizenship to slave descendants through the African Union, Archer said. Another is to work for citizenship of blocs of countries through regional organizations. It was unclear what rights would be granted under those scenarios.
A third proposal would have countries grant citizenship independently to those who seek it.
Masters said the proposal will be further developed before the next summit in 2008. She said African leaders support the concept, noting that Nigerian President Olusegun Obasanjo has urged black Americans "to see Africa as your home."

Umm, this has to be one of the single most stupid ideas I've ever heard. Black Americans have nothing to do with Africa, not even a little. Just because they are black does not mean that we somehow have something in common with them. I am an American, not an Africa. Where my ancestors resided over 500 years ago is of no importance to me. 2 years ago, a black guy moved in next door to me and started selling drugs. Yep, who encourage those attitudes? Oh, he encouraged himself to make it to a decent neighborhood and start selling drugs, effectively bringing bad elements around a decent neighborhood. Of course he got arrested, and this inevitably made it harder for other black people to move into that neighborhood. Me? I never sold drugs in my life, but because I am black they were suspicious of me. But I can't be mad, I'd be pissed if somoene was bringing drugs into my neighborhood too.
Until blacks start giving a fuck about themselves, then come back. Other than that, stop bitching.
Oh and black people who want to work and strive for success typically get somewhere. People who hang on the block and bitch about "the man", well they get nowhere.

Heritage don't mean shit in America. The only reason why people people cling on to heritage because they've been coerced into believing that there is something wrong with not having a particular culture. In any case, a white person isn't exactly Irish in America. A Asian person isn't exactly Chinese, and a black person isn't exactly Africa. Get anyone in America from any background who has been here for several centuries, and you probably aren't even going to get someone who is halfway literate of their heritage. Just as black people can't trace their heritage beyond a few generation, the same is true for whites, asians, and other ethnic groups. Do you think an Itallian know who he was in Italy? Only a few in America are fortunate to know who their first ancestor was. Others in America don't have a fucking clue. When people talk about heritage in America, it is just idle bullshit, to make them seem like they are more in touch with history than they really are. The average black American don't know shit about Africa.
What happens when you go to Nigeria? What are you going to become. An Igbo, a Yorubo? A Hoosour? You probably don't even fucking know do you? And guess what? But what those of us who ARE first Genearation Americans. Yeah in this day and age its hard to believe, but my grandparents didn't come to American until roughly 1995. But even before then, they immigrated to Puerto Rico when the dictator in the Dominican Republic, Trujillo, started to fuck everything up. Yea I was born in America. Yea I'm a first Generation American (dad was born prior to PR becoming a commonwealth). Do I consider myself American. Most definitely. I fight for our country.
